Registrar-General’s Department (RGD), Republic of Mauritius.

Mauritius Registrar-Generars Department is a public body, which operates under the aegis of the Ministry of Finance, Economic Planning and Development of the Republic of Mauritius and is the competent authority for the registration of all documents relating to transfers of rights be it movable or immovable inclusive of documents relating to companies, intellectual property (hereinafter - IP) and land registration.

The register follows the deeds regime, requiring any deed or document that can be used against third parties, to be registered. There are more than 30 specific segregated registers and more than 200 types of documents in total, including transfer of immovable and movable property, power of attorney, charges, executive documents and others. The total number of daily registrations exceeds 1000.


The overall objective of the project was optimization and computerization of the 30 registers operated in the Registrar General's Department under the Ministry of Finance and Economic development in Mauritius and creation of Public State Integrated Enterprise Recourse Planning and Registration/Transaction Processing System (eRegistry). The goal was to have smoothly working eRegistry platform which is vital for the economic and legal environment of Mauritius. The Government of Mauritius aimed for serving citizens, residents and business representatives better, make registration of documents easier and faster, improve collection of taxes related to registration activities.


Transforming Registrar-General's Department from a traditional paper based Service to an e-Service organization.

Responding to the needs of the Registrar general Authority there was a modem technical infrastructure established for optimization of the registration and information delivery effort and costs. The eRegistry System  is a Component of the Mauritius eRegistry Project (MeRP). The project covers two areas:

  • Modernization and optimization of the Registrar General Department through the deployment of hardware and adoption of the e-Registry software;
  • Making the services available online and accessible to the stakeholders of the RGD via web-based single point Self-Service user interface.

During the modernization of RGB phase the data center, workplaces, queue management system, network, etc. were established.

Later a modern E-Registry systems was developed, facilitating automated processing of:

    • registration processes within organization;
    • electronic registration services to the external users;
    • electronic information services to external users;
    • data exchange with external registers and services, including electronic signature providers, online payment providers and others;

IT security considerations defined by Government of Mauritius were met, IT security policy and IT contingency plan were elaborated. B2B interface for system-to-system integration with third party systems was developed. Data migration from legacy information systems was executed. System users and stakeholders were trained. 

Today, the E-Registry system is used by more than 150 RGD officers and more than 1000 external users each day. During the registration processes, documents are scanned and metadata captured to support electronic records and registration transactions management. The captured metadata enables search, tax calculation, reporting features. The use of internal and external information crosscheck automates and streamlines verification processes, therefore overall data quality increases. Third parties can make searches in the register for a fee.

The Integrated E- Registry Platform was developed, which includes, but not limits to, the following components:

  • Registry Application;

  • Notification and Distribution engine;
  • Communication Management;
  • Register Search,
  • Maintenance,
  • Audit;
  • Enforcement Management;
  • Reports & Analytics;
  • Information Management (Data Model & Digital Documents);
  • Workflow,
  • Submission and Document Management;
  • Financial Management;
  • Integration APIs/System Interfaces (for the exchange of data withother external 3rd party systems);
  • Registry Portal.

The project facilitated optimization of the registration and information delivery effort and costs.

Implementing E-Registry  was a major shift from a paper based to digital platform for the RGB. Utilizing eRegistry System Registrar-General’s Department of the Republic of Mauritius is able to fully operate remotely serving businesses and citizens by registering of all documents electronically. All documents relating to loans, including loans with a state guarantee, transfers of rights be it movable or immovable inclusive of documents relating to companies and land registration now are being fully registered remotely without a single physical interaction.
